This bar is a safe hafen in BRD, as long as you don't attack the neutral mobs in here.
If you attack them, they will get aggro. But they will get neutral again, if you wipe or enter the room later again. They are non-elite, but you will always aggro half of the room (downstairs/upstairs).
Needed for quest Ribbly Screwspigot.
Friendly in the beginning. After you talk to him, he will get aggro.
Position yourself in the room next to Ribbly Screwspigot and let the puller fetch the mob. This way you will not get adds if you accidently attack the neutral dwarves.
Needed fo quest Hurley Blackbreath.
Position yourself in the room next to Ribbly Screwspigot and destroy the three barrels there. Hurley Blackbreath will spawn with adds and come into the room to fight you.
Tank Hurley Blackbreath and kill his adds first.
Don't accept the quest from Mistress Nagmara unless you don't want to fight Phalanx ever again, who drops some nice loot sometimes.
Neutral vendor NPC. He holds a Leatherworking- and an Alchemy Recipe. If you attack him, the whole room will become hostile. If Mistress Nagmara sees you fighting him, she will vanish (which is bad).
Near Plugger Spazzring are two tables with beer and stuffed pigs on them. If touched, Plugger Spazzring becomes hostile and so will the rest of the room.
The ale acquired from Plugger Spazzring will not get you drunk. If used you will drop a beer onto the floor wherever you indicate. The nearest patron will wander to it, drink it and be stunned for abaout 6 seconds. The patrons will travel quite a distance to reach the ale, so you can use it to pull them away from the crowd one at a time to kill them. This is most useful to draw away the 4 patrons standing near Plugger Spazzring, so that you can fight him alone.

There are several ways to open the back door:
Talk to Private Rocknot opposite of Plugger Spazzring. You will get a repeatable quest to get him Dark Iron Ale, which is sold by the vendor NPC. After the 4th beer he starts an event, causing the golem Phalanx to aggro and guarding the now open back door.
Make sure you stay on the stairs when the events starts, to avoid getting aggro too early.
A rogue can pickpocket Plugger Spazzring and get the key to the back door.
Plugger Spazzring will notice the theft within about 10 seconds, which results in the whole room getting aggro.
This is usually enough time to open the back door and go through it. This method is most commonly used, if no player is interested in the loot of Phalanx.
