For Jail Break! the detention block area and the tunnel around the Ring of Law must be cleared. Marshal Windsor walks clockwise through the detention block tunnels, across the entry room, clockwise through the tunnels outside the Ring of Law and then back to the entrance of the instance.
Do not underestimate the Bloodhounds. They break stealth and can do decent damage when grouped.
The Cell Door Key from High Interrogator Gersthan in the last room in the middle of the detention block tunnels is required for Kharan Mighthammer, Marshal Windsor, A Crumpled Up Note and Jail Break! unless you have a rogue.
High Interrogator Gersthan is top priority in a fight as she casts Fear.
Combat her downstairs and try to stand to the door with your back in order to avoid being feared into another room with mobs.
